The Top of Ohio Resource Conservation and Development Area includes 592,144 citizens (2001 US Census Bureau estimates) in ten west-central Ohio counties. The project is sponsored by the Boards of Supervisors of the Soil and Water Conservation Districts and the County Commissioners for the 10 counties.more
